a public school system, the V.C.U.S.D. schools must abide governing
body of law described as the California Education Code. The state
grants school boards some authority for policy-making.

The State of
California maintains a searchable
database of it's various legislative codes. A search of that
database can be like the proverbial "needle in a haystack"
because the search uses a very primitive code with no boolean conditional
terms recognized. Consequently, it helps to know which section of
the code you need to read in advance for a particular question.

Cell Phones/Electronic Devices
All electronic devices should be both turned off and out of sight in the classroom or during instructional time. If a student is outside of the classroom during instructional time he or she should still keep all electronic devices turned off and out of sight.
Consequences for not following the rule:
1st offense – Student is warned and told to turn off and put away device
2nd offense – Device is confiscated and brought to the office where the parent will be called to collect the device
3rd offense – Device will be confiscated and kept until the end of the semester when a parent called to collect the device
A student who continues to violate the policy may be prohibited from possessing the specific electronic device on campus or at school related events.
The above is based on district/board policy. Bethel administration would like to amend this policy, and will appeal to the board to do so. Until further notice, however, this is the policy in place at Jesse Bethel High School.
A teacher confiscating any electronic device must seal the device into a large envelope with the student’s name, teacher’s name, and date of the confiscation on the envelope. The item must be kept in a locked drawer or cabinet until the teacher can bring it to the office, or a campus monitor should be called to transport the item immediately to the office.
