DATE: January 7, 1997

TO: Board of Education

FROM: Stephen A. Goldstone, Superintendent
PREPARED BY: Tina Burkhart, Director of Technological Support Acceptable Use Policy Committee

SUBJECT: Board Policy regarding Acceptable Use Policy for the District Network and Internet Access.

BACKGROUND

The District is pleased to have begun providing network capabilities to the school sites. The District network provides Internet access to these schools. The Internet provides rich resources for students and staff. The Internet allows students and staff a wide range of experiences from research to personal contact with others around the world.

In order for the network access to be beneficial to students and staff, guidelines for network use must be established. These guidelines provide clear explanations of the services provided by the district and the responsibilities of the administrators, staff, and students.

The media specialists (librarians) of the district accepted the responsibility of working with the Technological Support Department to review other Acceptable Use Policies and create an Acceptable Use Policy for VCUSD. The board policy was created using recommendations from Nancy Willard. Nancy Willard is a network technology consultant and has helped many districts in creating Acceptable Use Policies that have been upheld in court

Parents, students, and staff will be provided with the guidelines for Internet and network use. Students will be required to have a signed agreement on file in order to use the Internet.
